Services Billed by the City
The city bills for water, sanitary sewer, stormwater, and streetlight charges. All parcels of land are charged for stormwater and streetlight services based on the city’s fee schedule (Ordinance 1100 (PDF)). Each parcel of land connected to the water and sanitary sewer services are charged for connection to the city’s system.
Water / Sewer Charges
For residential accounts, the water charge is based on actual usage each month. The sewer bill is based on the actual water usage during November, December, January, February, March and April (winter months). For the months of May, June, July, August, September and October (summer months), the sewer bill is based on the average usage of the winter months.
Commercial, industrial and institutional water and sewer charges are based on the actual water usage each month. Irrigation systems are metered separately and are billed for water only, since the water is not going into the sanitary sewer system.
Water revenues are used to fund water production, water treatment, and storage facilities and to maintain the city’s infrastructure.
Sewer revenues are used to fund wastewater treatment through the Metropolitan Council Environmental Services facilities, and maintain local infrastructure and lift stations.
Stormwater Charges
The stormwater charge for residential accounts is a flat monthly charge. On larger parcels, the stormwater charge is calculated based on the amount of impervious material per acre. The stormwater charge is used to fund such maintenance items as street sweeping, installation and upgrade of storm sewers, and installation of water drainage ponds where flooding occurs.
Street Light Charges
A flat monthly rate is charged on all utility accounts based on the type of use: residential, multi-unit, commercial or industrial. The Street Light Utility funds electricity for street lights, and maintenance and replacement of existing street lights.
State Surcharge
An additional charge on the monthly utility bills is a state-mandated surcharge. The surcharge is $6.36 a year for every service connection to the public water supply that is owned or operated by a city. Cities are required to collect this fee and submit it to the State of Minnesota.
